Aussie Taxi Drivers: Question about Aust. Govt. DPI Taxi Users Subsidy Scheme (TUSS) math calculation help pl?

Hello,

I'm a student working toward becoming a professional taxi driver in Perth, Western Australia, and I have a question about TUSS, specifically how much to charge a member customer who utelizes a portion of the 15 minutes waiting (detention) time that the TUSS voucher allows for.

Hypothetically, if a member had a green (50% or 75%) voucher, and flagfall is $4.90, and they keep you waiting 11 minutes at $39.65/hr, they then leave their wheelchair at home and you transport them 9km at $1.39/km, then the total fare is calculated as $4.90 + ($39.65 / 60min x 11min = $7.27) + ($1.39 x 9km = $12.51)= $24.67

This much I know, OK. Now here's my question ...

If a TUSS voucher allows for a 50% subsidy (because the taxi is not transporting the wheelchair) up to a value of $25, then is the subsidy 50% of $24.67 = $12.35

OR

If "a TUSS subsidy voucher can only include up to 15 minutes waiting time", then is the subsidy here $7.27 detention + (50% of $17.40 fare = $8.70) = $15.97

Interesting...I am not sure if it is the correct answer but honestly enough it tends to fall on the individual driver as to how he will answer that...on a good day a bloke will give a break...if 'es had a tiff with the wife then it could cost more...I know on a schoolastic level that may seem inpertenant...but in real life it is non the less true mate....
