  2. You do not 'pass' the SAT to get into college--it is not that kind of a test.

After you take and have tried to perform your very best on that test, the admissions dept at any institution will simply use the test as one of many factors to assess how you might perform on college work.

These tests do help assess if you are a suitable candidate for admission. But work history, community involvement/extracurricular activities and letters of reccomendations also all very important tools.

Even one letter from one good source can prove invaluable in admission. It can highlight your academic, work, and or personal strengths.

At the college level, the standard for disability accomodation is 'otherwise qualified' person with a disability.

You can recieve accomodations on the SAT, other standardized tests, and at any college which ultimately decides to admit you.

You will need to provide the testing program and then later the colleges which you apply (and then eventually become admitted to) with medical evidence of your disability--and the specific accomodations needed to get successfully reasonably and effectively accomodate those doccumented disabilities.

But you must be able to satisfactorily perform the coursework...etc to their expectations.

That is what becomes different from the k-12 standard where everybody within geographic boundaries, irrespective of the severity of a disability is admitted and educated.
