  1. That is a shifty one report it to the Police

  2. Yes, I have gotten them from China, UK, and the Nigerian counselette. It is a phoney. I am so sorry, because we all want to win. It will come in the next email that they will have to pay a tax to send the money.

  3. Any lottery winning notification for a lottery you did not enter (you didn't puchase a ticket for) is a scam.

Real lotteries do not have an "international promotions/prize award dept", that is another sure sign of a scam. This is a standard phrase found in fake lottery scam emails and letters.

Legitimate lotteries only operate within the particular territory they are licensed for (e.g. California, UK). They do *not* operate internationally or they would risk falling afoul of anti-gambling laws. For example, it is against US Federal Law to mail lottery tickets or money to purchase lottery tickets in interstate mail. US lottery winners have been prevented from claiming prizes for out of state lotteries.

Because of this you can safely assume any "international" lottery winning notice to be a scam. Most of the fake lottery scams are run by gangs from Nigeria. The fake lottery scam is a variant of the "419" scam.
