  1. The new licensing laws come into effect from July next year and are aimed at improving road safety drivers aged between 17 and 25.

Among the changes, P-plates are to be re-introduced, the number of passengers allowed in a car at night will be cut and the learners age will drop to 16.

Transport Minister Paul Lucas says young drivers will need more time behind the wheel before they can get their licence.

"That has to be with a log book that will be completed by the learner and the driver on every occasion," he said.

"One of the things we do want to do is to encourage people to avail themselves of professional driver training during that period of time, so 10 hours of that will be able to be with a professional driving instructor."

He says the first 12 months after young drivers get their licence are the most critical.

"That is why this package is very strongly targeted at getting experience before you get your P-licence and also dealing with that first 12 months
