Australian Wanting to Travel to Canada and USA?

Question

I have a friend that wants to travel to Canada and the USA for study and holidays and have a police check that says that he has not disclosable out comes records against him. Will the USA & Canadian Immigration let the person into study and work? with out having to get a visa or do a interview?

to study in Canada you must be accepted by a school then apply for a student visa,pay all tuition fees up front(international student rates)

your friend could apply for a working holiday visa for Canada but can not study on this visa

i dont know the laws in the USA

He cannot go to either Canada or the US to study or work without a visa anyway.  So it will come out them as to whether what he did will keep him out of the two countries.
