Australian kids program mid 80's. Possible early 90's?

All I remember is that the main kids of the show were playing and some flower windmill on top of a shed (Possible small building) was spying on them - like a camera (and you saw from its point of view).

Maybe sci-fi but quite vague memories.

Was show on British TV when Betty's bunch and Finders Keepers were on.

Any help would be great

I think it was Austrailian, and the guy spying on them would change into a slimey green seaweed type creature? There was a boy and a girl who were helpped by some old salior. Dunno if it was the same show or not, buts sounds the same.
