Authorization letter was received from outside to recruit people. What are the docs required for that?

Communication thr net one of the cos outside India, has sent authorization letter to recruit candidates to their country duly signed. Is it enough to proceed in this regard. They stated that salary towards the work will be sent along with visa papers. Can I accept and do recruitment? I don't have experience in this line hence this request.

Did you ever apply for the task? For what kind of jobs are you required to recruit people? Who will meet the cost of the advertisements etc?
