Automatic Car Antenna and other question?

Two things. Short and simple. My grandmother has a Chrysler Concorde, and an automatic radio antenna. How come it goes down all the way sometimes and other times it only goes down partially? Also, is there a 2003 model Chevy Impala with automatic antenna or is it just for the cops?

it could be a short in the antennas motor that's stopping it sometimes

2003 Impalas have their antennas integrated into the back window (you will see more lines than your typical rear window defroster) and they can have a short stubby antenna for the on-star and another smaller antenna for the XM radio
