Not sure of what you mean here, Do you have other applications open?

Make sure you have everything closed before shutting down. Also, Windows may be doing an update which means it best left to its own devices and will shutdown when it is ready..

You know it depends to the system that are you using if yo are using pentium 3 or late type of motherboard it is the default routine when turnning of the computer try to upgrade some parts like the motherboard..
