Auxiliary Police?

Why is there such a huge difference between the LAPD Reserve and the NYPD Auxiliary Police. LAPD reserves do all the duties of a regular offfice (usually only distinguished by an "A" on their badge number), and the NYPD that are like glorified security guards?

Because New York City treats its cops, both full time and Auxiliary, as second class citizens while Los Angeles actually gives a damm about their cops.

But lets get something cleared up - Auxiliary Officers are not "glorified security guards". They are volunteer officers who are certified by the state as Part Time Peace Officers without Firearms Training, and go through a training course thats much tougher than the one given to security guards.
