  1. As far as I know, some average speed checks cameras can measure the speed on their own. Some can't. They just scan the car entering the zone and then leaving the zone. Computer calculates the average speed.

Whether you'll be fined depends on time, speed and the lenght covered.

    Example.

There's a 50 mile long road where the average speed is checked. The speed limit is 50 mph. Ideally, you'd cover it in exactly one hour.

If you drive at 70 mph for 30 minutes, you'd cover 35 miles. That means that you have to drive at 30 mph for another 30 minutes during which you cover remaining 15 miles.

Now, in some countries you'd get fined for driving slowly for no apparent reason and I'm afraid but saying "I tried to keep with the average speed" wouldn't help:-)

And anyway, I don't think the prospect of driving 30 mph for 30 minutes when not necessary is exactly your cup of tea. Definitely not mine.

It's advisable to drive at constant speed as close to the speed limit as possible. Average speed check is a beast.

  2. Your chances are that they would have clocked you right away unless there were many vehicles in and around you.
