Avi to Mpeg4/ H.264 Video Converter? (Will choose best answer!)?

Question

I'm looking for a video conversion program that lets me set the output file size of a video file I want converted. For example: say I have a 230MB avi file I want converted to exactly (or very near to) 175MB mpeg4 or H.264 file. Anyone know of any programs that can do this? Please only answer if you know for sure or your pretty dang sure. :3 (And yes, all the "mainstream" video converters I have tried such as Videora, let you choose the bit rate etc... but don't let you actually specify a certain output file size.)

Its impossible to to convert a file to exactly what you want. Otherwise why would you no just make that file like 1kb?

Your gonna have to play around with different file types to get the size and quality you want.

.avi is much smaller and more compressed than mpeg4. If you convert it, you will always get a larger file size than what the .avi was unless you're cropping the video size to be much smaller. I'm talking from TV size to iPod size.
