I know that the movement from a sea zone to its adjacent territory is one. What about the movement from a seazone to its island?

Example: In teh noncombative move, a fighter moves from one sea zone, to another that contains and island. Is it two moves to the island, or one?

  1. Fighter is in sea zone A.   Sea Zone B contains an island.   For the fighter to get from sea zone A to the Island would be 2 moves.

    A to B.  

    B to the Island.
