If a bomber attacks an enemy territory and survives the AA fire, do the units in teh territory engage in combat? Also when a fighter attacks a territory with enemy units, does the enemy engage in combat? Also in the sea, do the ship engage with the fighter or bomber? Finally if there are fighters and bombers attacking the same territory, does the enemy fire back. (Not including the AA)

    That depends on what the bomber does after it survives AA fire. If the bomber engages the units, then the units do get to fire back. If the bomber drops bombs on a factory in the territory, the units in that territory do not get to fire back; they are not defending.

    Yes.

    If the aircraft engage the fleet in a territory, then they have every right to defend themselves. The lone exception to this is submarines, which are forbidden to fire at enemy aircraft.

    Yes. The AA guns fire first, and they hit only planes. Then there are a number of combat rounds in which the attacker fires with everything he has, then the defender fires with everything he has. Repeat until either one or both sides is/are eliminated or the attacker decides to withdraw. Any exceptions to this will be pointed out explicitly in the rules. - LJS
