My friend has her appointment on June 5th and turns 21 June 27th. It said in an e-mail to her that she needs to provide her parents passports, marriage certificates, and a note giving her permission to travel. If she gets her visa on the 5th she won't visit me until the week of her birthday. DOES SHE NEED HER parents passports and a note because her parents don't have passports??????????????????

  1. Your friend needs to be talking to the people at the embassy- there is some room for officer discretion in the visa process.  If your friend's parents do not have passports, then your friend should bring other official identity documents from her parents, along with the marriage certificates and a note with permission to travel, as asked.
