There is no such thing as a 'traveling visa.'  The B2 is a tourist visa.

It costs $100 to apply; the cost of issuance depends on reciprocity between the US and the country of the applicant's citizenship.  Usually that is free.

We give visas to everyone who qualifies, whether they are pretty or not.
