Right now, on my yahoo currency converter, PHP P45.70 to USD$1.00.  The plane fare, according to the Philippine Airlines website, the cost for a round trip Manila-Los Angeles - Manila is already P132,169.00. How much do you expect to spend for food and lodging. Then there is transportation expenses too. Souvenirs? Entrance to Disneyland, Universal, casinos, zoos, and what nots. Definitely a lot more.

The consul will not buy it even if you have a million pesos in the bank if it was in the account for 45 days or less. The funds should have been there 6 months or more, supported by the banks statements IN YOUR NAME.

Supporting documents like the good paying job that shows how you got your money, and finally, a very good reason to tell the consul that you will return home after your visit.**

The question is not how much money you have or can get.  The big question is will you leave the United States and return home.  If you cannot show this, your visa will be denied.

first off you need an account that has dollars in it since you cannot spend pesos in the US.  You  need at least $5,000 in your bank account, you need to have a job, property, and family waiting for you back home, sometimes even with all these things they still say no.

30.000 pesos equals to about 95 cents of a dollar, I think you're gonna need some change for the bus fare, when you leave the airport...

A billion pesos would not be enough.  It could be converted and transferred anywhere in the world in a matter of minutes.

What you need is s job, a good job, a very good job and a letter from your employer saying you are on leave and that your job is waiting for you upon your return.
