I think that is a very good idea.  I'm not sure how you would force a ban into existence, but I like the idea.

Good luck with that. Even if you succeeded in the US and the EU, you'd find that countries like China and Russia would be not be receptive to your plan. And leaving only them with nukes would astronomically increase the chance they'd be used or at least that they'd soon insist you learn a new language and political system. Good intentions are fine, but realism is also essential.
