nuevo vallarta is in mexico it is way closer to LA then oregon so i would think that the water would be way warmer than it would be in oregon... as for the restaurants stick to your hotel mexico isnt that safe

In Nuevo Vallarta, the water is normally not cold.

But being on that part of the Pacific, there are both cold and warm currents.

But it won't be as cold as Oregon, that's for sure.

Cheap restaurants?

You've got several options.

I cannot remember any names but you can eat very well ( and deliciously) without going bankrupt.
