In terms of raw talent, I think Mexico and the Philippines should be on top of the list.  In the Philippines alone, there are hundreds of young aspiring talents waiting to be tapped.  All they need are the right managers and good trainers.  Imagine, if all these kids are trained by Freddie Roach, you'll easily find dozens of Pacquiao clones from the Philippines.
