  1. Depends on the depth of the sub-frozen air temperatures. You are more then likely looking for sleet. Freezing rain is when the surface is frozen, but the rain is still liquid form when it hits. The water then freezes on the surface. Hence freezing rain.

    Freezing Rain is what you're looking for.

    edit: well actually sleet is more like small hail, at least in the US vernacular
