BMX size for a freak! is a HARO GROUP 1 SX 24" CRUISER big enouth?

Im 6ft3 and 270lb the bike has a 21.75 TOP TUBE does that make it the same height as a standard mountain bike with no saddle or is that including the saddle height? also can i add stunt pegs to a cruiser my gf insists i cant get a bmx with out them for her to stand on.
