BN(O) passport and US citizenship?

I am from Hong Kong, became an US citizen on July 11th, 08. I am going to travel to Europe on July 13th, 08. I haven't applied for the US passport, but I do have a BN(O) passport with me and my Certificate of Naturalization.

I called the State Department for Passports and they told me that I'll not have a problem leaving US, but I'll have problems coming back (they will detain me for questioning). I will be departing from France to US.

Questions: I am still not sure if I can come back with out the US passport at all, or can I use my BN(O) and my Certificate of Naturalization with an explaination to come back?

I will be staying in Europe for six weeks and France for three weeks.

Questions: Can I apply for the first time passport in France? If so, can I come back to the US with an US passport I applied in France?

I was going to postpone my oath ceremony, but my interviewee suggested I should do the oath ceremony before I leave and did not mention travelling w/o US passport

  1. They might detain you for questioning but you will get in.

3 weeks is NOT enough time to get a passport through the US Consulate in France.
