BT Charges for person not answering?

Is it true that no matter weather its a mobile or a house phone, you will not be charged if the other person does not answer? We are with regular BT.

  1. Phone charges begin as soon the answer signal is given. (we don't hear it, it just sounds like a click to us).

    This answer signal is only given when someone picks up the phone, or when Voice mail clicks in. It is not given if it is intercepted by the operator or automated operator service.

    As soon as the answer signal is given, the clock starts ticking away for billing purposes to the appropriate party (land lines bill the calling party, cell phones bill the cellular and the calling party)
