Nope.

You find your bust size by measuring around the largest part of your b*****s.

The measurement underneath your b*****s (band size) comes into play for figuring your bra cup size, that is, what letter.  The bigger the difference between the bust size and band size, the bigger the letter.

Just about any catalog (print or online) that sells lingerie should have instructions for how to measure yourself and find your size.
