  6. I can only speak for South Africa. We have an Education Department and they run public schools. Each school get a grant per learner and for that they can employ teachers which will probably work out at about 50 learners per class. Schools are then increasing their school fee's and they then appoint additional teachers do decrease the number of learners per class. This only happens in more affluent areas. Then there are many private schools who are very good, but extremely expensive. The official curriculum is an Outcome Based one. That in itself is ok, but the implementation is not always on par. There is a shortage of teachers especially in the science disciplines. The quality of some teachers are also suspect. Schools are still fairly racially and culturally based but things are changing rapidly. There are some forced integration issues, of which some ended in court battles. Last year some schools had up to a 100% failure rate in their final exam results, and some schools a 100% success rate?? The education dept is trying to solve all these problems, but is going to be a long road ahead.
