Sorry, but what a dumb a$$!!!  If police come, you are going to court, if they don't, maybe the other driver will let you pay out of pocket.  Good luck and get some insurance!

What is the question? Obviously you are 100% at fault and will have to pay out of your own pocket for your damage and the other persons damage.

Get out your checkbook and pay for the damages.  When you are backing up, YOU are responsible for any accident.  You don't want this to go to the police, as you'll lose your license for driving uninsured until the damages are paid for.

I think all states require insurance, if this was reported to the police you better get a lawyer.  If this is just between you and the car you hit(who should have stopped if he saw you pulling out its only common courtesy) make payment arrangments on paper and pay it off completely or you will end up in small claims court.

You are at fault for the accident. If the other driver has insurance their company will repair their vehicle. You will then have to pay that company back out of your own pocket.

Driving without insurance is against the law.
