Backlight Flickers Olevia LT37HVS

Question

I would be glad to give you my power supply. How can I test it to see if it is defective? I have the problem with the TV flickering, and I have heard it is either the power supply or the inverter. If I hook I a volt meter to the power supply, what should I see that would tell me it was defective? Just low voltage, or something else. I'm a hacker not an expert. Thanks for the help!!!GP
