Backyard Snowboard Jib Rail?

Hi, I am hoping to make an all seasons Snowboard Jib Rail with a material somewhat like snowflex or Dendix Garden Material. With something like HDPE for the rail, im very new to this and im looking to spend under 250 dollars. I just need some suggestions, Thanks
