Bags under eyes, Miss Congeniality?

On Miss Congeniality she puts hemroid cream on the bags under her eyes. Can you really do that without having eye problems? Is it safe?

it wont hurt you unless you put the cream in your eyes, ouch.  I have heard that it can help reduce the swelling, but so can witch hazel, which is in tucks pads.   But mainly baggy eyes and dark circles are hereditary..........
