Ball-in-hand question?

So do both 8-ball and 9-ball have ball-in-hand rules?

Is it fairly new? Is it to stop someone from purposely scratching so the other person has to shoot from the line? Did someone ever do that?

  4. Yes you can play both 8 and 9 ball in hand

It has been around for a decent amount of time but I am not sure how long

Yes they are those who will scratch on purpose

  5. Yes, both games are ball-in-hand according to the world-standardized WPA rules (see references below).  These rules have been that way for a while, although they were just rewritten beginning this year.

If you play in a league or room that doesn't follow these rules and used the behind the line gimmick, yeah, go ahead and purposely scratch.
