Balloon sizes?

Question

Obviously, balloons come in various sizes,

When shopping for them, you're bound to see 11", 12", 16", and 25"

now my question to you is: if my balloon is 12", which aspect of it is 12"?

is it 12" high? 12" across? 12" around?

are you talkin about regular baloons... or the transparent kind where you put it in ur... u know
