Ban on in-love couples making decisions?

I had heard that somewhere (or some time) a country/city had banned couples in love from making important decisions for 6 months as they were not trusted to make them objectively.

Was wondering if this was true and if it is; what time period/country etc? Where can i find details?

I have a feeling it might been a period ruling. E.g. The 18th century.

I find it hard to clarify whether or not a couple is in live, so I can't imagine how such a thing would be inforced.

Perhaps it was that you had to wait six months before you get married?
