Banded bottom dress?for my body type?

well i rly like this dress,but i wanna know were you can get it, has anyones seen it,or does anyone own it? and also would it be right for my body shape if i have a small bust line, small waist,but wide hips?

I hate these dresses but you can get them at Rue21 and WetSeal. The only way if you'll know it'll look good is if you try it on. There is something similar which I love at www.victoriasecret.com. Click on sales and then dresses and there is a dress called the 6-in-1 dress and its awesome!!
