Banning PC programs?

One of my family members is quite annoying. He installed a TightVNC server onto my computer, and will spy on family members while they are online, and will sometimes even mess with your account if you seem to be AFK. I have uninstalled it, but I'm sure he's going to install it again. Is there a way that I can ban this program? I want him to be able to reinstall it so it looks like nothing big happened, but I just don't want him to be able to use it, or any other remote control software. Any suggestions?

    Filter any application on your computer by having SentryPC block it during specific time frames, or whenever the program is executed.

  3. In Windows firewall, block off the program as well as port number it uses.

    Or just easier to tell him to his face to stop xxxxing around with your pc.
