Not all Spaniards come from the Morocco area, Spanish people can also be blond with blue eyes.

Actually most Spaniards are light, except in Andalucia, and still a lot of them there are too .  The Basques are a very ancient ethnic group, not related to any other in the world and that's the way they look.

The other original groups in Spain were the Celts and the Iberians who where also fair skinned, with many blondes and redheads.  Then Spain was also settled by Greeks (can be fair) , Phoenicians, Romans (also can be fair) then overrun run by German Tribes (Blonde haired and Blue eyes) settled by German Visigoths, and only after that  by moors, who really never were Catalonia that much..

Spanish, Basque an Catalans are European peoples unlike most hispanic people in the americas who are mixed European and Native American. However, some people from the former spanish colonies  do resettle in Spain.
