Is is required by law that a carseat has to have a base or can we use those infant carseats that just have the slide in spots for the seatbelt across the top?

  2. The base is purely for convenience.  Most infant seats can be installed without the base.  You need to check your owners manual.

Either way you install it, make sure you read both the vehicle and carseat manual.  Also, there should be less than one inch of movement at the belt path (where the seatbelt or LATCH strap goes through the seat or base).

  3. Convertible seats (the ones that can be used either front or rear facing) typically have a base. Seats which are either just front facing or are only rear facing don't generally have bases. The base allows you to convert the seat. It also allows you to purchase an extra base and move the seat from car to car more easily. The type your referring is the infant, rear facing type and doesn't require a base.
