    Being on the base does not exempt you from being called for interference. If a fair batted ball touches a runner before it passes a fielder or is touched by a fielder, then the runner is out for interference regardless of where the runner was (unless he was in foul teritory coming from 3rd base, in which case it becomes a foul ball and there is no interference call).

    The only 2 exceptions are the ones fozzy mentioned:

    1: If the infield fly rule has been called, then the runner has not interfered with the fielders ability to get the batter out, so it s not interference

    2: if the ball already passed a fielder, then the fielder already had his chance to make a play and its not interference.

    Being on a base does not mean you can never be out. Here are a few examples

    1. being hit by a ground ball as mentioned above

    2. if you are forced to advance on a batted ball but for some reason you stay on your base, you can be tagged out or be called out if the next base is tagged for the force out.

    3. if you run from 1st, past 2nd, then a fly ball is caught, you return to 2nd to tag up and you stay there, you're out if you are tagged or if 1st base is tagged for the appeal

    4. if you are standing on a base and a runner in front of you goes back to that base, you are no longer safe on that base (unless that runner is forced to advance, in which case you get the base and they are the one that can be put out)

  3. If you're on it you're out, if you're off it you're out. If a fielder touches the ball and it hits you're not out but you either have to get back to the base or advance unless you're on the base. If you're leading off the base and you're hit in foul territory you're not out either.

  4. you are safe becuase you are on the base if you are off the base you are out but since you are on the base and that makes you impossible to become out if the ball hits you.

  8. It depends on if the ball was over fair or foul territory at the moment it struck the runner.  

    Anytime a runner is struck by a fair batteed ball that has not passed an infielder other than the pitcher he is out whether he is in contact with the base or not.  (EXCEPTION -- if a runner is in contact with a base and struck by a declared infield fly the runner is safe unless he intentionally interferes with the fielder attempting to catch the ball)
