  1. Certainly--it already has.  Look up Dr. Ronald Lesthaeghe's work on the second demographic transition in the U.S.  Most developed countries have low fertility rates. The U.S. currently has a fertility level at the replacement rate of 2.1.  It would be lower, but the U.S. has states such as Utah where people tend to have larger families that is keeping the U.S. from falling below the replacement rate.
