Check out the theory on the link below.  It just could work, but right now we're not even close to being this serious about slowing the process.  We're essentially trying to get to the point of marching in place, but even that is a setback because damage done in the past hasn't been fully realized yet.

But as research continues, and collaborations and political treaties mature, we're eventually be able to see the light at the end of the tunnel.

more money put into research of more efficient and all around better electric cars.
