  1. a basement is always at the bottom of the house, it is usually partially or fully below ground. the storage space at the top of a house is called an attic.

  2. A basement is always below the ground . The space available for storage under the roof  and above the ceiling is called "the attic"

  3. basement under house if can get to from the outside if not its called a cellar. the space above a house under the roof is called a attic or loft.

  4. No, it wouldn't be called a basement if it is near the roof.

Generally a basement is under the house, on the lowest level.

Part of it can be above ground and all of it doesn't have to be below ground.

  5. If its above your house, probably a pull down door that will then have stairs, or sometimes its just a straight up stairway from outside rather than the pull down door from the inside, and those are called attics.  I would suggest , if it doesn't already have it, to get several sheets of plywood to serve as a steady floor that would lay across your beams and that would be much more useful as a storage area, and safer.
