    The United States most certainly has on many counts including but not limited to capital punishment:  "The US delegation is being represented by William H. Taft, great-grandson of the US president of the same name.     As to your question, yes sometimes they can.   Don't forget that there is an entire UN Family of Organisations - that's where most  power lies (I used to work at the IAEA) - organisations like that have influence.  They have carrots and sticks.

    Example: Female Genital Mutilation

It's not that I don't give a d**n about basic human rights, I just don't give a d**n about the U.N.  The same people who thought up don't be fired unless you're being fired at.  The same people who want peace in war-torn countries but won't issue bullets.  The U.N. is uneffective to the extreme.

    The problem is they won't ever lay down a thick guideline about what's right or wrong.  They mainly just change it to suit whatever military guy they're currently mad at.

    And the U.S. military should never be lead by the U.N. again after Mogadishu.

  6. Yes there are many who are tied up in the UN "industry" who will defend it to the hilt but what you sees is what you gets. The UN has proved beyond doubt that it is both hypocritical & ineffectual when it comes to human rights. A large part of the problem is the large number dictatorships, racist cultures & religious fundementalist Govts. that make up the UN & derail efforts to achieve human rights. They cynically sign declarations etc. without the slightest intention of honouring same. These very nations gang up to block action time & time again. They are "united" in one thing only and that is to keep the UN leftfooted so they may carry on oppressing as usual. If the UN was serious it would have ongoing transparent reviews of all countries signing human rights declarations. It would be incumbent on such nations to provide proof of compliance & there should be both sanctions & expulsions in cases of non compliance. If the UN cannot sort this out soon , a new coalition of democratic nations operating under clear guidelines should be formed to sideline this corrupt, ineffective body that is proving an anachronystic hindrance to the defence & promotion of human rights.
