Battery will not charge

Question

My digital camera worked fine yesterday.I tried to charge it as normal using the charger, but instead of a continuous red light indicating charging I see a flashing red light.Normally the camera takes around 2 hours to charge, but after this time the red light was still flashing and the camera will not switch on, presumably as it has not charged.Could this be the battery? or perhaps the charger?
