can anyone give me a list of legendaries that is allowed in the battle tower and are there any action replay codes for having legendaries in the battle tower? is arceus allowed? thanks

to let legendarys in battletower u must hack the rom.

or you could get pokesav and edit ur party when ur inside

battletower for example u could get mewtwo, rayquaza, and more...
