River Oaks as in the part of Houston?  If that's what you mean, you should go to Third Coast, which is a sand volleyball complex off of Harwin, which is off of 59.  They have a website that lets you know when is open play, when you can come with friends and grab a court, and when they have leagues, where you can make teams and play competitively.
