Bed bug issue?

I'm living in an apt. for the past 2 years. I got bed bugs last month. Reported the manager and they sent the pest exterminator (2 visits). Costed $139 per hour so total of $700. I did not buy any furniture or did anything unusual. Threw my mattress and box springs. Hot dried all my clothes and stored. Anyway my manager says I should have bought it in as the bed bugs don't move from one apt. to another. What does she mean? Should I need to pay for the exterminator? I feel bad about myself for taking the bed bug issue to them. I could have kept my mouth shut. Any way who should pay for the exterminator? Please help. I live in Arkansas

  1. First, check the registry (I'm not sure where to find it, but I'm reasonably certain one exists) to see if bedbugs have been reported at your address before. They CAN move from one unit to another, so if your neighbors on either side, upstairs, or downstairs have had them, then there should have been full building extermination at the landlord's expense. If your unit is on the registry as having had bedbugs before, then the landlord is usually liable for not telling you about it before you signed your lease. If not, then you can try to fight it but it's sketchy.
