Bedbug infestation in apartment since last month. lived for 3 yrs. Costed $700 for the exterminator. Who pays

Landlord. Did you tell him of the infestation? Most want to take care of it quickly. I'm sure that most bugs are against some kind of law.

You could try to slip it in with the rent check in leu of the rent money (balance of) and go from there.

Whoever owns the apartment should pay to take care of the problem.  However, if you already paid the exterminator out of pocket you may have trouble collecting from your landlord.

Unless you were negligent in the sanitary upkeep in the apartment than the company that runs/own the complex is responsible.

If you went ahead and on your own; had an exterminator come out and apply pesticides than you are responsible for payment.
