A cocktail dress is any relatively short formal.  Yes, it can be poofy, but most are not.  If it is poofy it is referred to as a tulle.

Since you are a crossdresser you may need something in a larger size.  Here is an economical choice:

A cocktail dress is any elegant, nice fabric, sophisticated dress to be used between 6 and 9 PM.  

The famous short and chic strapless dress + high heels+nice jewelry it´s a good example.
