You are correct, BUT it does mean that person did do something to get on that list.

I know a woman in Denver who was arrested, booked and charged because she took a picture of her baby grandson in the bathtub.  The clerk who processed the film reported her, and they charged her with child p**n.

She will always be on the Sexual Offender list now.

Sometimes, the law is just insane.
