Belly button piercing and tattoo of minor with parent in south carolina? ?

im 13 and wanting to get my belly button pierced and have been for awhile. i have gotton my ears pierced a few times and they healed and are okay and everything o dont ay that im irresponsible and too young and stuff. so how old do you have to be to get a belly button piercing with a parent or legal guardian in south carolina? and what age do i have to be to get a tattoo? ( im not getting one now but in the future )

omg im in the situation im thirteen and dying to get my belly button piercied to but chances are if you get it without permission theyll find out like if your in a bathing suit or something so i would just try really hard to convince them!!! i know thats not the anwser your looking for but i hope it will help a little!!!

I am pretty sure 18. Different states have different laws about whether or not it just takes a parent/ guardian being there or if you have to be of a certain age. Just call a shop and ask. They will know the laws.
